The Legislative Council (Powers and Privileges) Ordinance

Power under the Rules of Procedures should be used, in order to keep the peace and order. While commission (excessive use) is abuse, omission (not using it when required) can be seen as negligence/dereliction of duty ...

"The Legislative Council (Powers and Privileges) Ordinance criminalizes the creation of, or participation in, any disturbance which interrupts or is likely to interrupt the proceedings of the legislature.

Convicted offenders could be punished with a maximum fine of HK$10,000 and imprisonment for 12 months."
